Mr. President, I was necessarily absent for yesterday's vote on the motion to invoke cloture on the motion to go to conference on the House message to accompany H.R. 240, the Department of Homeland Security Appropriations Act. I would have voted nay. As well, I was necessarily absent for yesterday's vote on the motion to table the request to go to conference on H.R. 240, the Department of Homeland Security Appropriations Act.
