Of course. Mr. McCAIN. Isn't one of the fundamental problems in the housing crisis, in the Senator's State and my State and particularly California, Nevada, and others that were the crest of the wave, that we should have made--and still should be making--an effort to give people a mortgage they can afford to make the payments on rather than throwing them out of their home or have the home empty? Maricopa County, AZ, has the largest number of vacant homes of any county in America. I will bet in that top 10 list are counties in the State of Florida.
