If the Senator would further yield, why do we have to mess up this bill with message amendments? These are political message amendments. For example, there are some amendments that on their own might be desirable amendments. There is an amendment--the fourth amendment of the four the Senator from Louisiana just mentioned--is one having to do with spending caps. That might be a desirable thing, but it is controversial. So why is the Republican side insisting on an amendment that is going to be controversial which lessens the chance for us to get 60 votes to cut off debate?
