I say to the Senator from Rhode Island, since it is documented over time that the average annual temperature of the Earth is rising and we see in statistics the measurements of temperature, is it not true that scientists tell us that there is a temperature some 4 degrees-plus Fahrenheit more beyond which there is no return for the Earth continuing to heat? Is that a true statement?
