Would the Senator believe the experience of the State of Florida: When they tried to put all Medicaid into insurance companies--otherwise known as HMOs, health maintenance organizations--those organizations pulled out of serving the poor in rural counties, and yet that is a proposal in front of the State legislature of Florida at this very moment?
