But the problem is, what has changed and what ought to be changed, I say to the Senator from Virginia--the distinguished senior Senator from Virginia, for whom I have great affection and respect--is that the policy of this country has been drill, drill, drill for too long. It is time for us to break that psychology and start moving into alternative fuels other than oil. This Senator from Virginia knows full well, as well as anybody else, there is this precarious flow of oil from all foreign ports, including the very hazardous port I visited in Nigeria, which is virtually unprotected to any kind of terrorist activity and from which this country gets 12 percent of its daily consumption of oil, from that one nation, Nigeria. The problem has been the past and the present policy attempted not to be changed, this mindset of drill, drill, when, if we keep that up, we will not do what we have to do to protect ourselves; that is, break this dependence, wean ourselves from this dependence on oil.
