Mr. President, I thank the distinguished Senator from Texas, and he knows my affection for him. The Senator has stated that he would like, in a bipartisan way, to fix the current law. Would the Senator believe, if there were a genuine, bipartisan attempt to fix what needs fixing instead of repealing and replacing it with something that has people petrified, that he could find that bipartisan consensus?
