Mr. President, I was necessarily absent for yesterday's vote to confirm the nomination of John Michael Vazquez of New Jersey to be U.S. district judge for the District of New Jersey. I would have voted yea. Mr. President, I was necessarily absent for today's votes on Senator Markey's amendment, No. 2982, and Senator Crapo's amendment, No. 3021, to the Energy Policy Modernization Act, S. 2012. The Stennis Space Center is a very valuable national asset because it is the location that, when we are developing exquisite new engines, we have to go to test them.
