When I look at these resolutions regarding Abkhazia, South Ossetia, the bill regarding the Ukraine and the Crimea, what is missing to me is a sense of respect for the wishes of the people involved.

The opportunity for peace is based upon a very fragile concept called personal safety and security.

This amendment is nearly identical to an amendment that passed by voice vote last year. I hope we will agree on its passage again this year.
