This amendment, Mr. Chairman, expands the list of contractors who are forbidden from contracting with the Federal Government, to include such contractors as those who have been convicted of embezzlement, theft, forgery, bribery, et cetera. This amendment is identical to language that was inserted in the Military Construction, Veterans Administration, and the Homeland Security appropriations bills by voice vote. Since brevity is sometimes an under-appreciated virtue, I yield back the balance of my time.
