My amendment would establish minimum privacy standards for smart meters on people's homes which are part of the smart electric grid. According to the U.S. Energy Information Administration, as of 2013, nearly 52 million smart meters have already been installed in the United States. This amendment would prohibit locally publicly owned electric utilities, electrical corporations, or gas companies from sharing, disclosing, or otherwise making accessible to any third party a customer's electrical or gas consumption data. It would also require these utilities to use reasonable security procedures and practices to protect the customer's unencrypted electrical and gas consumption data from unauthorized access, destruction, use, modification, or disclosure.
