I think it is clear that there is no part of this amendment that offends the relevant rule. I yielded to the gentleman from New Jersey who raised the point of order. I am still willing to yield to the gentleman who raised a point of order. If there is no part of this amendment that can be identified as offending the relevant rule, clearly it does not offend the relevant rule. This, in fact, does not in any way legislate. I invite any Member of this body here today who can identify any part of this amendment that constitutes legislation on the relevant rule. Since no one can, it follows that the point of order must be overruled. The Acting CHAIR. The Chair is prepared to rule. The Chair finds that this amendment includes language requiring a new determination as to what constitutes subversion or interference with integrity of a standard.
