This is a good government amendment the House passed by voice vote last year. It simply states that bonus payments should not be paid to contractors whose projects are behind schedule or over budget. I urge support for this amendment that combats waste, fraud, and abuse of taxpayer dollars, Mr. Chairman, and I yield back the balance of my time. The Acting CHAIR. The question is on the amendment offered by the gentleman from Florida (Mr. Grayson). The amendment was agreed to.
