This amendment is identical to other amendments that have been inserted by voice vote into every appropriations bill that has been considered under an open rule during this Congress. It is also identical to the amendment that I offered to last year's Energy and Water Appropriations bill, which passed by a voice vote. My amendment expands the list of parties with whom the Federal Government is prohibited from contracting due to serious misconduct on the part of those contractors. It is my hope that this amendment remains uncontroversial--as it has been--and, again, will be passed unanimously by the House.
