“House Resolution 640 provides for consideration of the conference report on Senate 1932, the Deficit Reduction Act of 2005. The rule waives all points of order against the conference report and against its consideration. As a member of both the Rules Committee and the Budget Committee and a conferee on this conference report, I am pleased to bring this resolution to the floor for its consideration. This is a historic moment for the House, Mr. Speaker. Mr. Speaker, it has been a most unusual year for our Nation and for its government. It has culminated in this Congress being in session late into the year. We are here in the final hours of the First Session of the 109th Congress, working to complete the business of the people and ensure that our government provides opportunity and security for today and for future generations.
