If the Senator will just yield the few seconds he has because I think the record should be clear we are all concerned and interested in downsizing in the most compassionate, humane way possible. That is the reason our committee has been concerned about this matter. It is the reason several years ago I came out with an early-out, to help ``right size'' Government. We are all in agreement with the principles and goals of trying to downsize in a way so those who leave have a choice, so they are treated humanely, and it accomplishes the goals of retaining those employees necessary for good government.
