Transparency is key. It helps ensure that the Census is on track.

Well, it sounds to me like part of what you all have said, a number of you said, one, make sure that--the key here is to try to reduce the number of people that aren't responding.

I think your response was, well, right now, let us just do what we said we were going to do and do that well.

All right. The Administration's fiscal year 2010 budget doesn't propose increasing recruitment and hiring of Census takers for non-response follow-up as Congress envisioned in approving extra funds for the Census in the stimulus package.

We need a first-rate Director of the Census Bureau and we need him or her right now.

the Secretary of Commerce wasn't very mindful of those responsibilities, his oversight responsibilities in terms of providing directional leadership for the Bureau of the Census.

These Race and Ethnic Advisory Committees are really very important, because they have members who come from diverse minority communities and work very well together.

I think you could be effective with either scenario. I think what is most important, though, is to get the right leadership and the right management processes in place.

I think maybe in each of those instances, certainly in IRS, the Department of Treasury, you have a Commissioner serving a 5-year term and the head of the Department is a political appointee who may not be there for 5 years.

That is a very good point.

We really need to look at what other approaches are out there that can either get better results or at least control the costs better.
