Senator Carper and I have prepared legislation that would provide strict national limits on sulfur, nitrogen and mercury emissions from power plants.
Ten percent of the funds from the auctioning of carbon emissions allowances would go into a pot, and that pot would fund low emission transportation improvements like bikeways and sidewalks.
