I have an amendment at the desk. The Acting CHAIR. The Clerk will designate the amendment. The text of the amendment is as follows: At the end of subtitle A of title XII, add the following: SEC. _. PROHIBITION ON USE OF FUNDS TO TRANSFER DEFENSE ARTICLES AND SERVICES TO AZERBAIJAN. None of the funds authorized to be appropriated by this Act or otherwise made available to the Department of Defense for fiscal year 2020 may be used to transfer defense articles or services to Azerbaijan unless the President certifies to Congress that the transfer of such defense articles or services does not threaten civil aviation. The Acting CHAIR. Pursuant to House Resolution 476, the gentleman from California (Mr. Sherman) and a Member opposed each will control 5 minutes. The Chair recognizes the gentleman from California.
