Now, I should point out that that incentive exists only when things are close to shortage. There are States that have passed similar laws to California, but those are States that have been losing population, or at least losing relative population to the rest of the country. They are old and established States, the Internet has not touched them as much; and so those States have a significant oversupply, well over 15 percent oversupply of electric generating capacity. It is not that this system can never work. It is just if you do it in a booming State, and California has been booming for a couple of years, you end up with a situation where you are close enough to shortage so they can smell the opportunity and get you.
