By our failure to repeal and replace the War Powers Act resolution, which no longer fits current circumstances, we are complicit with many administrations in the multidecade decline of the role of this Congress in shaping American foreign policy. I look forward to restoring the balance provided by our Founders, to following the policies followed in the Jefferson administration, in following the War Powers Act, and in crafting a resolution applicable to today's circumstances rather than abdicating our responsibility and sitting back as the President stretches words that were never intended to apply to the situation we face in Iraq today. {time} 1645 Mr. McKEON.
