I have an amendment at the desk. The Acting CHAIR. The Clerk will designate the amendment. The text of the amendment is as follows: Page 3, line 9, strike the closed quotation mark and the final period. Page 3, after line 9, insert the following: ``(4) Exception.--Paragraph (1) shall not apply if the President produces a plan to limit the amount of oil and gas exported from the United States by the same percentage as the percentage of petroleum in the Strategic Petroleum Reserve that is drawn down in each drawdown that occurs after the date of enactment of this subsection.''. The Acting CHAIR. The gentleman from California is recognized for 5 minutes.
