“I would point out that I think we have saved quite a number of States from disaster. How many of our Members have said to me, my State was thinking of deregulation. Boy, we stopped that one in a hurry. I would point out that yes, there are situations where people say build it somewhere else, not in my backyard; but if you look at generating facilities, that was not really the case in California. There are other important facilities where you and I are aware that it ought to be done somewhere, and we cannot quite agree where. But in the case of generation facilities, it was not either local communities saying not in my backyard nor environmentalists saying do not do it anywhere in the State, it was the absence of any private company that really wanted to build a plant. I cannot find a single Member from anywhere in California that said that a company wanted to build a plant in my community, and they were prevented for this or that reason. They made this try, they worked with local people, and then they had to go away.”
