In our resolution, we clearly condemn the new settlements in both in the West Bank and as well in Gaza.

The president has been clear. The secretary has been clear in his discussions with the Israelis that there has to be a plan to ensure for the safety of civilians in Gaza.

Basic humanitarian assistance should never be held hostage to political disagreements.

We have held the doors open for meaningful diplomacy and we remain open to dialogue, real productive dialogue without preconditions.
