Yes, I think it is really just a delay and distract move as was indicated. It's not a particularly substantive appeal.
This is a slam dunk. I mean, this is not -- this should not be a difficult case to resolve. This is a classic Section 2 violation of the Voting Rights Act of 1965, the crown jewel of the civil rights movement.
