The President has the constitutional responsibility to enforce the laws. The executive branch has the responsibility of enforcing the laws.

The clemency process has to be a part of this overall look at our criminal justice system.

If there are individuals who have taken actions that would warrant individual liability, that is something that we would pursue.

I am hopeful that we will be at an end relatively soon.
