We have had this act come up in a Republican House. It has now come up in a Democratic House. What more do we need in order for it to be clear that this is, shall we say, motherhood legislation and that the whole House is for it? The question is on the motion offered by the gentlewoman from the District of Columbia (Ms. Norton) that the House suspend the rules and pass the bill, H.R. 866. The question was taken; and (two-thirds being in the affirmative) the rules were suspended and the bill was passed. A motion to reconsider was laid on the table. ____________________
