I remind you it is a Democratic President who has come forward with the notion that we should fundamentally change welfare as we know it. We are not foolish, however. As I said in my statement a moment ago, there is no free lunch or cheap way to cut the welfare rolls. In order to cut the welfare rolls we are going to have to do what business does when it wants a return on its investment. We are going to have to invest in those people if we want them to stay off of welfare.
