Eleanor Holmes Norton: “This is no longer we are--``This is what is going to happen.'' It is happening.”

This process is key to our democracy. It provides avenues for every citizen, lawmaker, and stakeholder to provide input into the rulemaking process.

I urge the administration to move forward to finish this rulemaking.
