It is a very unusual way for one Member to take one issue and just not let it rest. Our committee and this Congress owe you a great debt of thanks particularly when you consider, Mr. Garamendi, that you are talking about a bill that has strong bipartisan support in a Congress that is not known for bipartisanship.
