May I say how much I appreciate that the chairman of the subcommittee, Mr. Meadows, made every effort to try to find some accommodation with the District of Columbia. I certainly appreciated that so much. We were, unfortunately, unable to do so because the exemption he sought would have swallowed the equal employment laws. There would have been nothing left to them, but he tried very hard, and I appreciate the spirit in which he has acted as our subcommittee chair. I am pleased to yield 2 minutes to the gentleman from Virginia (Mr. Scott), my good friend.
