I think this is a fail-safe amendment that would be important for both sides to have in their pocket.

this is merely a courtesy. So, I support the Ranking Member's change so that, as a courtesy, any member could be waived on.

I support this amendment. Again, I call to the attention of the committee that the Congress is evenly divided.
