But operations and maintenance represents 60 to 85 percent of the costs of a facility over its lifetime. Look what we're doing here today. We've saved the taxpayer money by investing in energy efficiency. Now we're going to save money for all of us, and especially the taxpayers, by investing in what it will take, curriculum and training, to keep these buildings at peak performance and thereby maximize our investment.
