I thank the gentleman for yielding. I support the Carnahan amendment, and I just want to indicate what the agreement was with the chairman. In the base bill, we would have a bill that Democrats and Republicans would support. What we have here is a bill that somehow Republicans are divided on and that Democrats are expected to somehow carry over the finish line. If, in fact, this bill had come as a base bill, I think you would have had Democrats in larger numbers supporting this bill. Whatever Republicans wanted to do with the fact that the base bill did not always conform exactly to what they would have wanted would have been made up for on our side. The CHAIR.
