I thank you, Mr. Chairman, for convening today's hearing on EPA's recently released integrated planning framework to work with the States toward providing reasonable flexibility and relief to jurisdictions like my own district, the District of Columbia, that are facing multimillion-dollar mandates to comply with Clean Water Act requirements.
Norton appreciates the EPA's efforts to assist states with Clean Water Act compliance.
