I can't go into the details of our conversations today except to say that our Egyptian counterparts were in communication with Hamas as early, as recently as a few hours ago.

The extremely wrongheaded decision by the ICC prosecutor yesterday... complicates the prospects for getting such an agreement.

That statement is incorrect.

We assess that Hamas has recruited almost as many new militants as it has lost. That is a recipe for an enduring insurgency and perpetual war.
