It's the Ukrainian authorities who are doing pretty much everything they are supposed to do over the Minsk Agreement and it is Russia that it is doing pretty much nothing of what it's supposed to do over that agreement.
Secretary of State Antony Blinken criticized Russia for failing to adhere to the Minsk Agreements while Ukraine was fulfilling its obligations.
