The point is, we don't know. Anybody who says we know with certainty is making it up.
I would just say this measure is no substitute for our sanctions bill, which is also bipartisan, 85 co-sponsors.
We’re going to insist on the full and fair release of all of those files in the Department of Justice.
Appeasement is not a strategy.
