No funds appropriated by this title shall be used to reduce staffing, limit hours of operation, decrease training opportunities, curb access to relevant information technology systems, or otherwise reduce the capacity of the Veterans Crisis Line established under section 1720F(h) of title 38, United States Code, to respond to and provide resources to veterans in crisis.
