It was reaching out to WikiLeaks. In fact, reaching down into the gutter because remember, WikiLeaks' business model is to take information, stolen often by foreign governments like the Russians, and then publicly size it without any regard to the harm done to men and women in uniform or others who are cooperating with us abroad.
