I respect the sincerity of my colleague from South Carolina. The fact of one instance of possible medical malpractice does not justify this kind of sweeping abrogation of women's reproductive rights or women's health care. The principle is the same whether it is 4 weeks back or 4 weeks forward. The principle is that a woman has constitutional rights to choose health care and has a constitutional right to privacy that would be negated by this measure. And we are siding with improving women's health care, enhancing and upgrading it, and giving women choices and protecting those choices, not cutting back by 4 weeks or in any way infringing on that fundamental right.
