Mr. President, I will vote today against cloture on amendment No. 436, dealing with subsidies for the ethanol industry, because its author used inappropriate procedural tactics to attach it to an unrelated bill devoted to economic development. I support eliminating unnecessary tax subsidies to the ethanol industry, but today's vote is a political maneuver orchestrated by members of the minority party. I am pleased that the Senate will have an opportunity to vote on the merits of this issue, without extraneous debates over Senate procedure and process, in the coming days. I will then support this measure to eliminate subsidies to the ethanol industry, which is necessary to save taxpayer dollars, reduce the deficit, and rein in our national debt.
