what my colleague calls procedural harassment, it is actually democracy. It is legislation. It was passed by the House. It is bipartisan. The majority was bipartisan. It will save lives. I fail to understand why my Republican colleagues will not allow this loophole--it is a fatal and defective loophole in our current laws--to be repaired.
