I would suspect, and I think you would agree, that the kinds of abuses that are documented in the Polaris Project, in Operation Blooming Onion--you refer to them in your testimony--are much more widespread and I agree with you that it has to be more than just one piece of this framework to prevent illegal trafficking, wage theft, other abuses.
