I want to talk briefly tonight about two things. I want to talk about Medicare and women's health, and I want to talk about smoking and women's health. It is true, and terrible, that Medicare is an illness program. It provides health care after you get ill. Medicare by law is not a preventive health program, and that is something that I believe this Congress is going to address. We have been holding hearings on preventive health, we have been generating information about which preventive tests are important to both women and men on Medicare, and I believe this year we are going to finally pass a package of preventive health services that will improve Medicare dramatically and meet the needs of both men and women far more effectively than the current program. For women, it will mean annual mammograms.
