There is nothing that we could do that would hurt American workers more than a moratorium. Over the last few years Europe has consummated about 36 bilateral trade agreements in this part of the world, and we have consummated about three. Now, when they create a trade agreement with a bilateral agreement with one of these countries, what they are doing is socking in product standards that advantage their products and disadvantage our products. When we write a free trade agreement with one of these countries it is entirely different. That is why countries like to work with us. It is comprehensive. It includes all products and it is fair, transparent and modern, and I commend Morocco for not only its commitment to develop its economy in a way in which everyone benefits and everyone prospers, but to have evidenced that commitment by changing their labor law in preparation for this free trade agreement.
