Because the gentleman from New York (Mr. Rangel) knows and I know that our process is such a long and complicated one that, by the time this bill winds its way through the Senate and into conference committee, this House and the Senate will have a budget resolution passed. Because we know we are going to set aside some money for tax fairness, and we say this is number one on tax fairness.
