I think the amendment of the Senator from Iowa is saying that American subsidy, as it were, of the national expenses of Poland, Hungary, and the Czech Republic to meet their NATO commitments should not be more than 25 percent of all assistance provided to each of those countries by all NATO members. But I am concerned that there are some consequences in his amendment, perhaps unintended, which in fact not only do not protect the taxpayers of the United States but may hurt them, and certainly may hurt their security.
