I rise to speak about two parts of the bill that is before us, the Improving America's Security Act, which is really the attempt by our committee and the Senate to finish the job the 9/11 Commission gave us to protect the security of the American people from terrorist attack and also to adopt for the first time a national all-hazards defense strategy that would set up a system that would not only be aimed at preventing and, if, God forbid, necessary, responding to a terrorist attack but also being ready and preparing every level of government to be ready to respond to a natural disaster. The first is about what is one of the most significant changes the bill would make; that is, to establish for the first time a dedicated grant program to assist States and localities in creating interoperable communications systems to be used to protect the American people in time of emergency. The ability of first responders to communicate with one another is fundamental at a time of disaster.
