I joined with Senator McCain and Senator Biden and the others in cosponsoring this resolution as a way to express my personal support, and hopefully on a bipartisan basis--and the cosponsors of this resolution are a broad and bipartisan group--to give the Senate an opportunity to express our support for the objectives that NATO has adopted in entering the conflict in the Balkans and that the United States and this administration have, of course, subscribed to. Let me read what those objectives are: That the Federal Republic of Yugoslavia, (Serbia and Montenegro) . . . withdraw its military, paramilitary and security forces from the province of Kosovo, [that the Federal Republic of Yugoslavia] allow the return of ethnic Albanian refugees to their homes, and [that Serbia] permit the establishment of a NATO-led peacekeeping force in Kosovo.
